Only 13 million for Arsenal's transfer kitty?

I dont know why everyone is so surprised. I just want to know wot the real reason behind this small transfer kitty is. Is it the stadium? Or because the houses in Highbury didnt sell? Even so, no one is demanding a lot of money to be spent, just bring in some quality!!
