Water = Dry skin?

I have the worst time with dry skin especially in the winter and then again if I get sun in the summer. I've found that the best moisturizer for me is by Clinique. It is 21.50 a bottle but I use it year round and it lasts at least 3-4 months if you apply it in the morning under makeup and then again at night.
