How do you go about getting emergency custody of a child? And what are the cirstances that need to go on,..?

My child's father left my daughter in his house while he went to go play beer pong..he said he took the monitor with him but I don't think it was very responsible of him to leave her in the house. He also was sleeping with his neighbor who is married and not sure if this has anything to do with it but today his lug nut was loose on his truck and he told me him and my daughter almost died today.....is there anything I can do?
