What is the cheapest way to make one section of chain link fence private?

My neighbors kids are teasing my 9mos old puppy and now when anyone is in their yard she barks as a result. It is driving me crazy and they are not wanting to admit that the kids started it. The son who is jobless, living with his mother rudely attacked me verbally, when i asked his child, politely not to tease the dog. Now i have this problem with my neighbors I never had. I am on a tight budget, but want to put up some kind of privacy barrier. what are the things you can slide in the chain link fence? My puppy will eat the vegetation so plants are not really an option. Help me solve this without calling the police.
